Review of major accomplishments for 97/98:
Development of Vision, Mission, Goals and Objectives for 97/98 at the
1997
Retreat
Successful organization of the first Annual MAT Spring Conference for
all MAT
Employees Organization members
Change in wording in the MAT policy related to probation, non-renewal
and
dismissal of MAT employees. The wording was reviewed and edited by the
college president's review committee. It was approved by the Governing
Board
on June 29 for inclusion in the MAT policy manual.
Review of By-Laws
The changes recommended at the 1997 Retreat and submitted to the MAT
Employee
Organization Members during the Fall 97 semester as stated in Article
VII of
the By-Laws were directed to be written into the official By-Laws as
follows:
Article II
The MAT Executive Council Vision, Mission and Goals as developed and
edited in
1997 were added.

Article V Section 2
The members of the Executive Council will consist of no fewer than 16
and no
more than 21 and should include the President, the Past President, one
(1)
elected members from each of the following management clusters: (1)
grades I-
II, (2) grades III - V, (3) grades VI - VII, (4) grade IX and one
representative
Article V Section 3A
(in excess of the 21 Executive Council limit)
Article V Section 3B
Add the following as a second paragraph: The President-Elect of each
Unit
should attend, as a non-voting member, at least two MAT Executive Council
meetings per year.
Article V Section 4
Cluster Representatives will not be elected to more than two consecutive
terms.
Article V Section 8
A quorum for transaction of business shall demand a minimum of eight

one member for each of the clusters

The names of the committee shall be changed to read - Grievance/Collaborative
Resolution Committee

The Resource/By-Laws Committee was requested to review the following:
Article II
Include language in the MAT Executive Council Vision, Mission and Goals
to
reflect MCCCD's current philosophy regarding the concept of "Learning"
as a
guideline for all activities.
Article V Section 2:
Review the cluster groups because grades X and XI have been eliminated
leaving
only one grade in Cluster 4.
Resolve communication issue between Cluster Representative and the members
in
the cluster.
Should Cluster representatives be eliminated and the members-at-large
category
expanded?
Article V Section 4:
Review the terms of office.
Article VI. Treasurer
Add language that the MAT Executive Council checking account(s) or OGF
account(s) should be audited a minimum of once per year.
Article VII Section 2
Revise according to the new MAT policy manual language.
Other areas:
Add language regarding MAT Executive Council member attendance where
appropriate.
Review all committees and see which need to be added to the By-Laws
Add timelines to the By-Laws regarding annual elections and other date
sensitive activities.
Identify duties of the Review/Recommendations/Statistics Committee.
Review of Committee functions and assignments
Membership on committees will be finalized at the August MAT Executive
Council
meeting. Committee members will be listed on the MAT Website.

MEET AND CONFER COMMITTEE
Discussed membership language. It was decided that the reference to
cluster
representation did not mean the Committee member had to be a MAT Executive
Council member but could be a MAT Organization Member.
Two concerns expressed were continuity and negotiation training.

NOMINATING AND AWARDS COMMITTEE
The Committee will meet immediately to complete the elections for the
Cluster
Representatives.

PROFESSIONAL GROWTH/SABBATICAL LEAVE COMMITTEE:
The committee was asked to review Professional Growth/Sabbatical Leave
categories and guidelines.
A discussion of members led to the following interpretation of membership

The Committee is open to MAT Employee Organization members who are not
on the
MAT Executive Council but there must be at least three MAT Executive
Council
members on the Committee

Old and New Business
Secretarial help:
The initial discussion regarded the amount of money to be spent. Ann
Barrett
moved that Sharon be authorized to spend the money as needed. The motion
was
seconded by Jule Kuhn.
There was a secondary discussion regarding the tasks the secretary should
perform. Mary Frederick moved that the committee composed of Sharon
Blanton,
Rick Sheets and Mat Executive Council Secretary identify the tasks.
The motion
was seconded by Angie Montano.
MAT Executive Council Calendar
Sharon Blanton presented a Meeting Calendar which will be posted on
the MAT
Website.
Meetings will take place on the second Wednesday of each month from
9:30am to
12:00pm in the Maricopa Room at the District Office.

It was also suggested that a Calendar of Events be created.
Sharon Blanton requested all 1997/98 Committee Chairs to submit an end
of year
report. She will create a format for the reports.
Shirley Green will be requesting that the revised MAT Policy Manual
be printed
as soon as possible.
Both Sharon Blanton and Shirley Green will attend the September Governing
Board
Meeting. Shirley will give the 1997/98 year end report and introduce
Sharon as
the new MAT Executive Council President.
Sharon Blanton has set up a new Website for MAT. It will have a MAT
Executive
Council page and a page for each Unit. It will also include the job
descriptions of the MAT Executive Council.
A discussion of budget planning and membership was tabled for the next
meeting.
