LCS-ST Goal Statement
  The Maricopa County Community College District (MCCCD) will pilot the Learner
  Centered System (LCS) in April 1997.

Major LCS Milestones
  May 15, 1996		Meeting with Chairs of Initial Sites' Implementation
			Teams
  June 3, 1996		Facilitated Functional Focus Groups begin meeting
			with Buzzeo;  Analysis of Network consultant's report
			begins.
			Facilitated Functional Focus Groups will require the
			participation of Business Area Experts (BAEs) from
			each college.  More BAEs will be required than in the
			Innovation Phase but the comitment will be only for
			a few days at a time.  Nevertheless, there will be a
			need for colleges to expect key BAEs to be absent for
			short blocks of time over the summer and into the early
			fall.
			The Network and network infrastructure are not part
			of the LCS or the Apollo projects but the successful
			and timely installation of the network infrastructure 
			is critical for the success of LCS and Apollo.
  June 13, 1996		Meeting with Chairs of Initial Sites Implementation
			Teams
  June 15, 1996		Space for college network infrastructure identified
			and committed for at least the initial sites.
  June 18, 1996		GCC and PC Presidents meet with Apollo Leadership.
  June 19/20, 1996	Kick-off Workshop for GCC and PC Implementation Team 
			members
  June 26, 1996		Meeting with Chairs of all sites' Implementation Teams
  July 10, 1996		Implementation Planning Workshop I
  July 31, 1996		Implementation Planning Workshop II
  August 15, 1996	Initial sites' College Implementation Teams complete
			high-level college implementation plan (an outline of
			all the activities that must take place on the college
			for all Apollo-related activities).
  August 21, 1996	Implementation Planning and Evaluation Workshop
  September 3, 1996	Design and implementation tasks for the non-technical
			aspects (organization, people, process) of LCS begin
			on Initial sites.
  September 12, 1996	Implementation Planning and Design Training
  September 16-17, 1996 Design Training Workshop
  September 18, 1996	Buzzeo's Premier Customer Product Reviews begin
  September 26, 1996	Implementation Planning & Progress Evaluation Workshop
  October 17, 1996	Implementation Planning & Progress Evaluation Workshop
  November 14, 1996	Implementation Planning & Progress Evaluation Workshop
  November 15, 1996	Network infrastructure for initial sites installed and
			tested.
  December 5, 1996	Implementation Planning & Progress Evaluation Workshop
  January 2, 1997	First LCS modules from Buzzeo begin initial shakedown.
  April 1, 1997		First production modules installed on initial sites.


Communication
  Many individuals perceive Apollo and LCS as technology focused and do not
  understand the time and effort being expended on change prior to installation
  of the equipment.  Although technology is the easiest piece of the process
  to understand, a concerted effort must be made to communicate to the district
  that process, organizational change and people are as much a part of Apollo 
  and LCS as the technology.
  
White Papers:  Eleven Critical Issues/Recommendations
  The following issues have surfaced as a result from the Context, Framework,
  and Innovation Phases of the LCS project.  These issues have relevance at a
  District level and require executive approval prior to implementation of many
  LCS innovations.

   1.  Reevaluate Residency policy and its application across the District
   2.  Reevaluate financial aid determination policies and procedures to
       support standardized application across the district
   3.  Review transcript evaluation process to support consistent determination
       across the district
   4.  Reevaluate degree of college autonomy to provide consistent results to
       the Learner
   5.  Evaluate concept of single/common repository of MCCCD and Learner 
       information
   6.  Provide access for Learners to a comprehensive district-wide listing
       of courses and programs offered by the MCCCD colleges
   7.  Provide access for Learners and employees to comprehensive district-wide
       information about class and event schedules          
   8.  Review application of award and degree requirements to support 
       consistency across district
   9.  Evaluate concept of single MCCCD transcript with individual colleges
       identified
  10.  Evaluate concept of Learner access to resources and services at all
       colleges
  11.  Evaluate concept of e-mail account for every Learner and employee

  Each issue has been analyzed by the LCS Innovation Team to identify the:  
  objectives, impacts, gaps, risks, dependencies, action, time required, 
  deadline, priority.  Each recommendation is ready to be presented to and 
  discussed with the appropriate MCCCD resources or teams.                           

Upcoming Meeting Dates
  The next meetings will be held June 17 and June 24, 1996, at 1:30 p.m. in
  the Governing Board Room at the District Office.
